Wartime Hawaiʻi. Military officials use clearance files to control work at the docks and punish families at home. Dockworkers and Native Hawaiian organizers must decide whether La Común can help without bringing another authority into a struggle already crowded with them.

The docks feed a war machine that calls its control temporary and its punishments necessary. Organizers know the schedules, the foremen, and the families carrying the cost. La Común must follow their lead or become one more outside force mistaking access for solidarity.
