Nicaragua, 1927. Rosa learns that military commanders are using relief convoys to direct violence into the countryside. She brings frightened couriers and unreliable radio operators together before the next column moves. Every delay leaves another village alone.
Rosa has no headquarters and no clean line of command. She has people who know the roads, people who know the radios, and people who no longer trust anyone arriving with a plan. To stop the next attack, she must turn those partial loyalties into action before the occupation does it for her.
